Modernizing EVSS for a Secure, Scalable Future

Problem

The VA needed to transition its Enterprise Veterans Self Service (EVSS) platform to a cloud-based, open-source solution without disrupting Veteran services. This required migrating outdated systems, enhancing self-service capabilities, and ensuring a seamless shift to VA.gov and Lighthouse APIs, while maintaining security and stability.

Solution

Insignia leveraged DevSecOps to modernize EVSS efficiently. A cloud-based architecture using Infrastructure as Code (IaC) created scalable, reliable environments. CI/CD pipelines with Jenkins and Docker automated builds, testing, and deployments, reducing manual errors and accelerating releases. Proactive monitoring with AppDynamics and Splunk ensured real-time performance tracking and rapid issue resolution. A user-centric design guided feature enhancements based on Veteran needs, while a structured roadmap ensured a smooth transition. Regular bi-weekly releases integrated security updates, system improvements, and ongoing support.

Results

Insignia migrated 74 features and 4 backend services to VA.gov and Lighthouse APIs, with full migration set for Q2 FY2025. Automation reduced sprint cycles, doubled production releases, and eliminated 15 servers, optimizing infrastructure. System reliability improved, with real-time monitoring minimizing downtime and speeding up issue resolution. The modernization contributed to processing a 29.8% increase in disability claims processing, supporting PACT Act initiatives. Enhanced navigation and analytics-driven decommissioning streamlined Veteran access to services. By applying a secure and scalable modernization strategy, Insignia transformed EVSS into a future-ready platform, ensuring seamless service, improved security, and enhanced Veteran experience.
